NGC-1 with no video output

Someone has a NGC-1 which switches on (blue light) but does not output any video.
Anyone know what the reason could be?
Unfortunately I don't have the device so trying to diagnose remotely.
I'm trying to guess if it's hardware or software, if it's hardware would the mini display port work, and if it's software how to install it if I don't have picture.
I also have a Minix Neo C Plus multiport adapter, but not sure if it would work without drivers installed.
Any help would be great, alebit I understand I'm severely lacking information and access to the device!

Try entering BIOS. See if it displays.
If it does then probably not hardware issue!

Have they tried connecting it to different Monitors and TVs?
My thinking is it could be a resolution issue?

Thanks, bought it for £18 with shipping, so I'll be able to have a proper look soon!
If it can't be fixed, at least I'll get a stick of RAM and a 128GB NVMe for my £18 ;) I thought it was worth a gamble at this price.
 
Received and exactly as described: powers on to a blue LED, but nothing on the screen via HDMI. I'll try display port at work tomorrow.
I tried the CMOS reset button, took CMOS battery + M2 + RAM out and back in, and still the same.
Swapped RAM stick with a laptop, laptop boots with the box 4GB stick, box still the same with laptop 8GB stick.
Anyone knows what those "WRST1" and "JME1" jumpers next to the power button are?
I notice there is a buzzer on the motherboard, but it doesn't beep or anything.

"The JME1 jumper is normally used to clear the data stored by the Intel Management Engine, but on some Intel boards it is used as a bios recovery mode. Short the jumper for a few seconds to remove configuration and performance data. This will not allow you too change any bios settings as ME is not a part of the bios, just stored on the same cmos chip. "

Did you try entering BIOS?

I do not know the procedure to do that. Also, if I don't get video signal, how will I know it succeeds?
I tried to connect to a monitor with display port at work from the mini display port connector, and I don't get any signal out this way either.

For BIOS, power on the device then mash the Delete (Del) key until BIOS appears.

As I said earlier...

There's is a chance that the BIOS screen could be displayed, then you know it could be a driver issue or something?!

Nah, still doesn't work. ;) I plugged the NGC-1 in place of my U22-XJ, so I know the cable + TV work.
I tried to clean board, clean/reinstall heatsink with fresh MX4, tried to boot with just RAM (no SDD, no WiFi card), and then w/o RAM either, and still won't do anything. I noticed a bit of coil noise and the H/S doesn't get warm at all.
My next (and last) attempt will be to get the heat gun out and try to reflow the CPU!
